• Prior to the ACA, some insurers offered "mini-medical plans." These plans cover routine services, provide little hospital coverage, often cap payouts at $10,000 or less, and can cost as little as $40 per month. Ignoring ACA issues, is an insurance plan of this sort consistent with the hypotheses developed in this chapter? Why? What might people be buying with a mini-medical plan if they are not buying insurance?
