We wish for an SR latch in which the $S_1{R}_1=11$ input state is allowed, and we want that state to set the latch. For other input combinations, it acts like a regular SR latch. Design something to go in front of the normal SR latch to perform this function. Hint: $S_1$ and $R_1$ are inputs of that dashed block while $S$ and $R$ are its outputs.
