Problem: Petition to Oil Depot at Tagaloan, Cagayan De Oro Versus Local Residents Background: The oil company started their soft operation after completing the oil depot without seeking the local dialogue for social acceptance (stakeholders). There was however an ECC issued by DENR. The Municipal Mayor rescinded their zoning/construction permit when the local residents elevated their petition to the concerned national agencies (DILG, Ombudsman, DENR). The complaint filed by the locals are as follows: 1. It affects the livelihood of the local fisherman due to effluent water discharge (toxic) from the oil depot. 2. The presence of oil depot increases the risk of major fire occurrence situated at the coastal houses. 3. The workers hired by the oil company are from Luzon. 4. The receiving of fuel barge may result to serious oil spill due to potential leaking submarine pipeline at the sea berth facility.
