We have learnt how to use planning and M&E tools to design and manage complex programmes. We also engaged in a systematic overview of the Programme Cycle throughout our learning, with a specific focus on managing stakeholders.

For this assignment, you are required to engage with the following fictional case study and complete the steps that follow.

Case study: Enhancing Teachers Programme

You have been employed as a programme manager for the Enhancing Teachers Programme. It seeks to develop teachers' skills to improve the quality of instruction for Mathematics, Physical Sciences, and Life Sciences for Grades 10 to 12 in South Africa.

The purpose underpinning the programme is a desire to improve high school students' pass rates in these subjects by focusing on improving the quality of instruction delivery. To achieve this, the programme seeks to enrol 1,000 teachers in the Enhancing Teachers Programme to support them in enhancing their subject knowledge and teaching skills.

While the programme was well received from its inception, it faces two main challenges in its implementation. The first is the poor participation of teachers in the programme. You find out that part of the reason for this is a lack of interest by some teachers,particularly those nearing retirement. The second is a lack of support from school management. The teachers who are committed to the programme tell you that the schools have not allocated sufficient time, resources, and support for the programme's activities, which has severely limited their ability to participate in the programme alongside their regular responsibilities.

Realising that the two major issues facing the programme's successful implementation lie with its two key stakeholders, you decide to employ the Stakeholder Circle methodology to integrate these stakeholders into the management and governance of the programme.
