PROJECT CASE: Establish a Vaccination Centre Background A virus named Covid-Zetta is spreading across the world with high contagious and mortality rates. Many countries have tried to tackle the virus with various measures. Human interactions have to be limited and Work from Home (WFH) needs to be imposed. Fortunately, a newly invented vaccine, Anti Zetta Vaccine (AZV), has been proven to be 90% effective against the virus. The Singapore government has set up a Covid-Zetta Task Force chaired by the Minister for Health to fight against the virus. One of Task Force's impetus is to vaccinate the citizens with AZV. As a start, a Vaccination Centre with vaccine storage facility has to be established. The Task Force names it the Covid-Zetta Vaccination Centre (CVC) Project. Assume you are a senior civil servant from the Ministry of National Development. You are seconded to and asked by the Task Force to carry out the CVC Project. The Minister has appointed you as the CVC Project Manager. A three-member (including yourself) core project team is needed. As the vital fight against Covid-Zetta is done at the national level, you can request for resources within the civil service.Two incidents occurred during the project implementation period: 1. It was found that the vaccine AZV might cause complications to patients with Alzheimer's disease. Some of the publicity media have to be changed and reprinted, and announcements be made to the public on this information. Hence, Activity 14 needed to be extended for four (4) more days and the cost of Media increased by $5,000. As the discovery from AZV came very late, and not due to the Project Team's fault, the Task Force decided that no project crashing to shorten the duration is need even if the original commission date is exceeded. 2. Due to escalation in transportation cost and spike in demand during the pandemic period, the cost of the Storage Equipment increased by 25%. Fortunately, the delivery period was not affected. The Minister agrees with all the changes. You revise the MS Project file accordingly. The project progresses on till completion. Subsequently, the first batch of citizens receive their vaccinations according to their booking dates through the registration software. The nurses carry out the vaccination procedure professionally.The Covid-Zetta Task Force headed by the Minister for Health has scheduled a meeting one week after the project completion for you, the Project Manager for Covid-Zetta Vaccination Centre (CVC) Project, to present the following items from Questions 2 to 3 in Section A: 1.
