Proposal of laws in times of crisis

In the current crisis (health and government) it has been found that some laws are not adequate at the moment or are not sufficient.

It is the perception of the people (Playing hardball survey) that they do not trust the government's efforts in managing the coronavirus crisis. To this is added the suspicious transaction of the purchase of materials and health tests.

As a student of the commercial law course, what law would you propose to prevent public funds from being misused, so that commerce does not abuse consumers. To avoid or reduce that some monopolize resources against those most in need.?

They must identify a problem (in the crisis) and propose a law that solves it.

Existing laws will not be accepted, propose something little known or new.
