Leaders, including Commanders, advisors, and senior enlisted personnel, brainstorm to determine the line of effort (LOE) as the most optimal way to achieve the ends (main objectives) in each operation. The area that encompasses these objectives is referred to as the operational environment. Commanders remain situationally aware to ensure operational planning for smaller day-to-day objectives prevail. Further, operationally, commanders consider the following: mission, enemy, terrain, and weather, troops, and support available, time available, and civil considerations (METT-C) (Department of the Army, 2022). Consideration of these variables allows a holistic approach to planning and enables decisive action. SGM/CSM's serve as advisors to the commander and help make up the operational planning team. The SGM's understanding of the operational environment allows for appropriate use of means (equipment, personnel etc.) to achieve objectives. Also, understanding allows for adequate planning for determent and destruction of enemy forces in combat operations (Department of the Army, 2023)
