Failure to understand the operational environment (OE) and anticipate the second and third-order effects of strategic and operational decisions on the OE is the reason the same command that took complete control of Iraq in a month during Operation Iraqi Freedom also set the stage for a decade of insurgency (Ferguson, et al., 2007). One takeaway from the JIIMO lessons was gaining an insight into the doctrine and decision-making processes that impacted tactical-level experiences I have had in my career. These experiences include deployments to Iraq as part of a joint and multinational coalition, to Egypt as a member of the Multinational Force and Observers, to Minneapolis as a liaison for an interagency civil disturbance operation, and to Croatia and Norway as a part of the intergovernmental State Partnership Program (SPP). Another takeaway is that a Sergeant Major (SGM) in the JPP needs to have the utility of a Swiss Army knife for the Commander and the staff.
