Human resource management is a subset of project management that is concerned with the structure, administration, and supervision of a project team. The team is made up of everyone who has been assigned tasks and responsibilities related to the project's completion. Four steps comprise the human resource management plan (Gonzalez, 2020).

The first step to planning of the human resource management. The project manager defines the roles and duties necessary to accomplish the project's objectives during this phase. The manager then creates a team structure and staffing strategy based on this information (Gonzalez, 2020).

The next phase is to assemble the project team. The project manager recruits individuals for various jobs and guarantees their availability and willingness to join the project team. A project's success is contingent upon clearly defined roles and responsibilities. The team is comprised of the project manager, the project sponsor, stakeholders, line managers, and members of the development team. A duty assignment matrix may be used to indicate who is responsible, accountable, consulted, or informed. Members of the responsible team are responsible for carrying out the project's work. The responsibility for the work rests with the accountable team members, and each task should be assigned to a single accountable worker. The consulted team member is consulted as needed throughout the work. The status of each task is reported to informed team members (Gonzalez, 2020).

The third step is to develop a staffing management plan. This stage of planning guarantees that everyone on whom your project depends on is available and prepared to work when the time arrives. You must detail every facet of the project's workforce. It's critical to determine how and when team members will be acquired, time requirements for each member, skill development of team members, when performance reviews will take place, how the team members will be recognized and rewarded for accomplishments and when the team members will be released from the project (Gonzalez, 2020).

As the project proceeds, the project manager may be required to provide individual coaching, conflict resolution, and feedback to keep everyone working efficiently and successfully for the team's benefit (Gonzalez, 2020).

Finally, a decision must be taken regarding the way high-performing team members will be rewarded and recognized. Employees are regularly expected to work outside of their comfort zones or put in extra effort to keep a project on track. Recognizing their efforts and accomplishments formally can assist in motivating the team and providing a record of their work for future assignments (Gonzalez, 2020).

Within Project Resource Management there are two types of resources. Physical resources such as equipment, facilities, and materials and team or personnel resources such as human beings. The PMBOK 6thedition identifies six area of focus for the Project Resource Management knowledge area. These areas include:

Plan Resource Management

Estimate Activity Resources

Acquire Resources

Develop Team

Manage Team

Control Resources

An effective project manager should have the skills to serve as both leader and manager of the project team (PMBOK, 2017). One key skill necessary to accomplish this dual role is Emotional Intelligence (EI). EI is defined as the ability to identify, assess, and manage the personal emotions of oneself and other people as well as the collective emotions of the team (PMBOK, 2017). This not an easy task. It brings together the components of self-awareness and relationship management. EI is extremely important when leading and managing virtual teams.

Even before the COVID-19 pandemic facilitated demand for working virtually, the global nature of projects required some industries to adopt a virtual approach to project management. Without face-to-face interactions, some team members will feel isolated which can limit the transfer of knowledge among team members. The project manager must use EI to develop new ways to facilitate communication and build trust among team members (PMBOK, 2017).

Employers are having a difficult time attracting and retaining talented employees for key organization projects. Human Resource Management is one way ensure that each project has the right number of people with the right skills to successfully complete the project (AMA, 2021). The American Management Association recommends the following five step process for improving human resource management within projects:

1.Decide on the project team size- accurate estimation of the number of people required to successfully complete project objectives is an important first step. Projects that have too few resources lead to overworked team members and diminished morale. Projects that have too many resources lead to board team members who will often leave the project to find more meaningful work.

2.Determine what expertise is needed- identify the level and type of expertise needed early in the project. When recruiting talented resources to fulfill project team needs, be prepared to compensate them based on market rates.

3.Clearly identify roles and responsibilities- this will facilitate clear communication within the team. Creating a project team organization chart is a helpful tool in assigning roles and responsibilities as well as communicating them to other team members.

4.Conduct a skills gap analysis of the project team- after roles and responsibilities are identified, take an inventory of the remaining skills required for the project. For virtual teams make sure team member have the appropriate software to communicate with the team and ensure that they know how to use it.

5.Incentivize project team members- As a project manager, your job is to keep your team motivated to deliver the results expected for your project. Take the time to document details about how and when people will be recognized and rewarded for their performance.

Successful project execution is impossible without the contribution of the project team. Time spent cultivating effective project team development and management will support a successful execution phase. Documenting key learnings from project team members will support successful future projects.
