Public Administration and the art of public policy draws the essential information from people's perceptions to integrate the heart and mind. Whereas the heart and mind may conflict in ambitions, aspirations and interpretations and both remain constant in the regular actions of government and governmental agencies at any level - federal, state or local. Thus, this article provides the information at the end that emotions are a tool to improve performance and work as a complementary arsenal to search for better public services in nature. Such understanding is required for the approach of management, interpersonal relationship, and team dynamics to facilitate a positive work environment and or culture in public administration. With the entry of more women in the workforce, there have been changes in the organizational culture, behaviors, and leadership styles. The traditional, male-dominated hierarchical and authoritative leadership style is being replaced with a more personal and transformational style of leadership.
