(a) Rocky, who presently is in State A for medical treatment, was the President of State B during the period 2014 - 2020. While he was the head of State, Rocky ordered the widespread and systematic persecution and killing of his political opponents, including several citizens of State C, who were at that time living in State B.

A court in State C indicted Rocky with crimes against humanity committed against its citizens. As a result, State C's government requests State A's government to extradite Rocky to State C for trial purposes.

You are the Attorney General of State A. Advise your government. Would your advice be different if Rocky is still the serving President of State B?

(b) Someland and Balovia, two neighbouring countries, have territorial disputes. Recently tensions flared up between the two countries. The Someland Ambassador to Balovia is instructed to evacuate all non-essential personnel from his Embassy. The Ambassador packs up his most valuable possessions in the Embassy limousine and instructs his driver to drive these possessions and his 16-year-old daughter, Gabriel, back to Someland. The driver, an Embassy security guard, and the Ambassador's daughter leave the Embassy compound under the cover of nightfall. Balovian authorities are alerted about the imminent departure of the vehicle.

The Embassy limousine that carries them is confronted by an angry mob and stopped at the border by Balovian officials. The Ambassador's daughter disobeys, opens her door and steps out to confront the mob and the Bolovian officials. Gabriel shouts at them: "Leave us alone!'' and commands the driver to drive away immediately and in the process the limousine crashes injuring two Balovian nationals. The Balovian officials attack the car and want to arrest its occupants. The Government of Someland issues a statement that "the limousine, its contents and all passengers are connected to the Someland diplomatic mission, and as such are immune from any form of Balovian jurisdiction." However, the Balovian prosecutor wants to prosecute all three Someland nationals for assault and battery. The prosecutor also wants to confiscate the limousine and its contents under Balovian laws.
