Public transit systems can have lots of different goals and ways to measure whether those goals are being achieved. Discuss how the efficiency and effectiveness of a mass-transit system in a large city (such as San Jose) can be measured.

Provide 3 metrics that you believe are appropriate measures of the effectiveness and/or efficiency of a mass transit system (i.e. trains, light-rail, buses, etc.). For each metric, explain how it provides insight to management of the transit system on the effectiveness and/or efficiency characteristics. In other words, what would be your goals and why would you choose those goals?
