Public transit systems can have lots of different goals and ways to measure whether those goals are being achieved. San Jose is in the process of updating it's downtown transit plan (https://www.sanjoseca.gov/your-government/departments-offices/transportation/planning-policies/downtown-transportation-plan (Links to an external site.)) and there any many opinions on how this should be done (one such opinion is https://sanjosespotlight.com/op-ed-support-change-in-vta-governance/ (Links to an external site.)). Discuss how the efficiency and effectiveness of a mass-transit system in a large city (such as San Jose) can be measured.
Provide 3 metrics that you believe are appropriate measures of the effectiveness and/or efficiency of a mass transit system (i.e. trains, light-rail, buses, etc.). For each metric, explain how it provides insight to management of the transit system on the effectiveness and/or efficiency characteristics. In other words, what would be your goals and why would you choose those goals?
