It appeared that the team's cohesiveness had reached a danger area. Initially, the manager didn't seem concerned because she preferred this over indecisiveness. However, as Jamie continued to wield control, decisions were being made without allowing the team to truly consider their impact. You decided to intervene before this got out of hand.
