The hypervisor can be used to optimise performance in hardware-based virtual systems. This layer has to be carefully designed to make the most of the hardware resources. Device drivers and system services don't need to be optimised in this case because improving performance is solely a responsibility of the hypervisor.

From the portability point of view, operating system-based virtualisation is better than hardware-based virtualisation. However, the latter is more efficient in terms of performance because it reduces the layers between the VMs and the hardware by bypassing the operating system.
