The substantial increase in unemployment as a result of COVID-19 has exposed the incapacity of the US unemployment system to manage a huge number of cases. The majority of states still use COBOL-based unemployment systems that are over 40 years old. It's no surprise that such antiquated software couldn't handle the needs of the 13 percent of the US workforce that has been laid off. The lack of COBOL programmers has exacerbated the problem, as the United States lacks the expertise to maintain the ageing software. Many organizations that cannot accommodate remote work have been vulnerable as a result of the COVID-19 outbreak. They're using obsolete software that doesn't have adequate capacity and isn't flexible enough to handle system changes rapidly.

1. Consider the company that hired you to re-engineer software. Now, using a block diagram and explain how you want to re-engineer the above system (you can use the steps that you learnt in the class but your answer specifically for the above example).
