The average price of rice from Country B is 300 USD per tonne. Two years ago, the average price of rice from Country B dropped to 100 USD per tonne. The local farmers complained to the trade department of Country A that the drop of price of rice from Country B affected the sale of local white rice. After conducting an investigation, Country A found that the cost of rice from Country B is actually 150 USD per tonne. Advise Country A on whether Country A is facing a dumping situation. You should compare what are the three characteristics of dumping. You should also cite the relevant provision under the General Agreement on Tariffs and Trade (GATT) to support your answer. Question 3. The dispute settlement mechanism of the World Trade Organisation (WTO) is governed by the Understanding on rules and procedures governing the settlement of disputes (the Understanding). Analyse the Understanding and explain what are the different stages of dispute settlement procedure. Appraise, on whether you think the dispute settlement mechanism is sufficient to protect the suffered party.
