Question 1 (This scenario is fictional.) An intersection in Malgrove St. Philip has been of particular concern to The Barbados Road Safety Association (BRSA) over the years due to the number of serious vehicular accidents in the area. In 2014, the BRSA lobbied for preventative measures to be introduced in order to reduce the likelihood of a severe accident in this area. The Government of Barbados responded accordingly and in May of 2014 placed road humps along the major road leading to the intersection. Despite the humps, serious car accidents of the same nature continued to occur, leading the BRSA to appeal to the Government once again for more attention to be paid to this area in 2016. The Government responded in December of 2016 by making each road approaching the intersection a major stop and increasing signage in the area to support this measure. In January of 2020 a very serious car accident resulting in 5 fatalities occurred at the same intersection in Mangrove, St. Philip leading to public outcry on social media over the safety of this intersection for road users. Government responded with haste and within a week removed the humps and signage and replaced them with a small roundabout and increased lighting at the intersection. A) The BRSA claims that none of the measures introduced by the Government at the Malgrove Intersection have been sufficient to meet the internationally accepted road safety standard. The Global Road Safety Facility indicates that on district roads, no more than 30% of vehicular accidents should be of a serious nature. Note that 'serious' vehicular accidents are considered to be those which involve fatalities or severe injuries. The BRSA calls for traffic lights to be placed at the intersection instead of the current measures and starts a petition to lobby the government. You have been contracted by the Global Road Safety Facility to investigate the BRSA's claim. You have written to the Royal Barbados Police Service asking for data on the number of vehicular accidents reported at the intersection in Malgrove, St. Philip between the time periods 2014-2016, 2017-2019 and 2020-2022, in line with the various measures implemented.
