Part I: No turnover Assume that you are the newly appointed Fire Chief for the City of Prineville. Personnel represent most of your budget and you want to do a quick estimate of the personnel budget for next year (FY 2019). Using the information from last year's budget and information from the city finance department, you construct a simple table with all the information. That table can be found in the sheet "Prineville FD I" of your Excel file. Under the union contract, all personnel are given a step increase for an additional year of service. However, once they reach Step 4, they are not automatically granted a promotion to the next rank. The fringe benefit rate in Prineville is 30%. Using this information, calculate the personnel budget for next year. Part 2: With turnover The budget analyst for public safety departments in Prineville criticized your estimate (in Part I), because you did not take into account turnover. She has provided you with average turnover rates by rank and step for the fire department over the last 5 years. Under union contract, the rules for filling vacancies are: "All vacancies will be filled by Step I personnel of that rank. For example, loss of a Step 4 firefighter will be filled by a Step I firefighter." Using this rules, the turnover rates given in this problem, and the information from Part I, recalculate the personnel budget for the Prineville Fire Department. Hint: Use the personnel schedule and the turnover rates to determine average number of personnel staying by Rank and Step. Using rules for seniority, determine the personnel schedule for those staying.
