Question 2 - The Consumer Production Safety Commission is reconsidering a rule it rst proposed in 1997 that would require child- resistant caps on household products, including cosmetics. When the rule was rst proposed, it was resisted by the cosmetics industry and abandoned. However, in May 2001, a 16- month old baby died after drinking baby oil from a bottle with pull tab cap. The proposed rule would cover products such as baby oil and suntan lotion and any products contain hydrocarbons such as cleanser and spot removers. The danger, according to the commission, is simply the inhalation by children, not necessarily the actually ingestion of the products. Five children have died from inhaling such fumes since 1993, and 6,400 children under the age of ve were brought into emergency rooms and/or hospitalized for treatment after breathing in hydrocarbons. There is no medical treatment for the inhalation of hydrocarbons. Several companies in the suntan oil lotion industry have supported the new regulations. The head of a consumer group said "we know these products cause death and injury. That is all we need to know.\" What process must the CPSC follow to promulgate the rules? What do you think of the consumer group head's statement? Will that statement along justify the rulemaking? The Consumer Product Safety Commission to promulgate the rules, they must follow a specic course of actions. They must gather as much information as possible to support their claim as to why they need to make this change. They need to study the agency and current rules that is in place and create new proposed rules and receive feedback to ensure that the new rules will apply the changes that they are trying to make. I believe that the consumer group head's statement will be that this does need to go into effect due to the fact that many children are dying due to these products for not having a good cap or closure to the product. I believe the statement will be alongjustied with the rulemaking due it needs to be down to make sure everyone is safe even adults. It is also a good to make sure this product are correctly sealed when they are being transported to make certainty that nothing is getting in the bottle or out
