As a result of the collision, the driver of the delivery vehicle sustains injuries to his spine, leaving him paralysed. The driver's family institute a claim for damages against the Minister of Police, in respect of the police officer's actions. The Minister of Police argues that the police officer was speeding to apprehend the robbers and if he drove more slowly, the probability of their escape would have increased significantly. In addition, the Minister of Police cites the presumption that government bodies are not bound by their own legislation (as such "the King can do no wrong\") in defending the officer's actions. You are the attorney representing the family of the delivery driver and they want to know from you what this presumption actually means. In not more than one page in length, advise the family about this presumption put to you by the Minister of Police, by referring to relevant academic opinion and by using plain simple language.
