Question 4: Benefit Cost Analis (10 points) You are hired by the state of Oregon to address one (1) of the following current environ mental issue/proposed policies in the state: 1. Restoration of salmon populations. The policy change would look at the removal of dikes in coastal estuaries to help restore salmon populations. Removal of the dikes will flood agricultural land but also provide new salmon habitat. 2. Air quality standards in Portland. The policy change would limit the emissions of certain firms in close proximity to residential areas but also improve air quality in the city. 3. Forest management in the Cascades. The policy change would divert funding from re suppression efforts (putting out res once they start) to a prevention program to manage forests to minimize chances of fires starting. First, choose an issue (1 point). For each of the nine (9) steps of a benefit-cost analysis discussed in class and presented in your supplementary readings (Boardman et al), explain how it applies to your chosen issue and make and defend any relevant decisions that must be made for each step.
