1. Briefly describe your own understanding on the difference between hate crime and terrorism. How are they different? How are they similar?

2. Of course, the labeling and framing of incidents has a lot to do with political and policy implications, or why else would we even have a category of crimes "hate crimes!" Think about a recent heinous hate crime that occurred (e.g., the Charleston shooting, Pulse nightclub shooting, Jacksonville shooting, Buffalo shooting, Christchurch mosque shooting New Zealand) - in most of these cases, the offender was charged with a hate crime on top of the substantive crime they committed, but not terrorism, and we see a lot backlash against when these incidents are not labeled as terrorist attacks.

When we seek to prevent future atrocities like this, does it make sense to distinguish hate crime offenders from those who commit acts of terrorism? In what way does/doesn't it matter?
