Read the article The Mulford Act, Race, & Gun Control on the topic of the Mulford Act, a 1967 state gun control law passed in California. What made this law rare was that it was supported by the pro-gun National Rifle Association (NRA) and Republican Governor Ronald Reagan (usually a huge opponent of any form of gun control). After learning why this was, answer the following:

• According to the article (and much of popular opinion), what was the intent of the Second Amendment as it relates to liberty? What group, if any, enjoyed the "right" to bear arms, and what legal structures maintained this? Thus, has the Second Amendment been treated as a natural right or a race-based privilege?
• To whom was the 1967 Mulford Act targeted to affect and why? In light of systemic racism (and putting aside how the Second Amendment has actually been practiced throughout history) what do you think of the argument that gun rights may be necessary to preserve liberty?
• Should access to guns free from additional regulation still be seen as a fundamental natural right? Why or why not?
