In your office workload statistics, you have noticed an increase in the number of reported cases of substance abuse among the youths between the ages of 13 -years and 22-years. As a manager, you subsequently conduct a statistical analysis of three consecutive months: July, August and September. Your analyses reveal that 67 cases were reported in July, 48 in August and 77 in September (192 in total). In your assessment, you also review the client files - specifically the intervention strategies planned and implemented by social workers. In all the cases you discover that the social workers have applied for accommodation of these young people in various rehabilitation centres for treatment, but that only ten (10) of the 192 youths were admitted in October. In response to the crisis, you call a staff meeting during which you propose that, as an office, you develop a new rehabilitation centre in the area.
