The government of Closeland escorts the two doctors to the city of Touristland, Closeland and shows them how their strict laws and policing allow citizens of Touristland and a variety of nationals from other countries to live in harmony.Drs. Law and Dr. Liberty interview several business owners, two dozen workers and two dozen tourists in the city (the names and addresses were provided by the authorities of Touristland to facilitate the doctors' work, which had to be completed in a month).After completing the interviews and examining exhaustively the available data on Closeland's major legislation and crime statistics, Drs. Law and Liberty elaborate a plan to lower criminality in Highland. Due to the credentials of the two doctors, their policy is approved in a short period of time. The same day their policy is approved, the two doctors disclose that some of their data was provided by Mr. Washington Truth, a well-known opponent of the government of Closeland who is currently under house arrest in Closeland.
