read the hypothetical scenario and answer the questions HYPOTHETICAL SCENARIO: Several hundred kilograms of cocaine and heroin packed inside picnic baskets have washed up on the shore of Biscayne Bay in Dade County, between the hours of 12:00am and 3:00am over the last two (2) months. All of the drugs have the same markings on their packages, which suggests that they are being trafficked and received by the same sender and meticulously placed onto the water inside the picnic baskets. The police have no suspects and very little evidence. The type of picnic basket used is very ordinary, with no distinguishing features. You are a prosecutor on search warrant duty. You receive a phone call at 1:00 A.M. from an officer who is surveilling a woman carrying a picnic basket of the type recovered in the previous instances. The woman is walking alone towards a boat ramp on Biscayne Bay. The officer tells you what he sees and tells you he's going to stop the woman and search the picnic basket to see if it contains either cocaine or heroin with the same packaging and markings as the drugs in the previous drug seizures. What, if anything, do you say? Can the officer stop the woman and search the basket? Suppose (at the end of this hypo) the woman has refused all of the officers requests and begins to board her boat to go out onto Biscayne Bay. What would you tell the officer to do?mm
