Scenario:
Congratulations, you are now the Police Chief in Anytown, USA. A city with 30,000 residents and you is responsible to provide 24 hour a day police coverage. You have a total of 45 sworn officers that it is your duty to deploy based on the needs of your community. As a point of interest your town has one (1) High School, two (2) Middle Schools, and five (5) Elementary schools. It also has two (2) state highways with substantial commuter traffic and four (4) distinct neighborhoods with one large central business district. To make it easier for you we'll assume that your agency uses a centralized dispatch center that is shared with other local agencies, so you do not have to staff dispatch. You do have to assign a Court Officer as liaison to the courthouse and that officer will be unavailable for any other assignments except court duties. Per the officers' collective bargaining agreement, they all work 4 days on then have 2 days off. Administrative personnel such as the chief and the court officer can work a modified Monday through Friday schedule. All others need to be deployed across three (3) distinct eight (8) hour shifts throughout the day. Due to the nature of the 4 & 2 schedule, officers do not have fixed days off during the week. One of the goals is to have you understand how having 45 officers at your disposal may seem like a lot, but you will quickly learn your resources disappear fast. Use your textbook and other sources to assist you. Remember basic concepts such as span of control, equalization of workload, etc. Lastly, the mayor has just informed you that due to lower-than-expected tax revenue your overtime budget has been zeroed out and you have no reserve or auxiliary officers at your disposal. You will have to make do for the next year with base pay and no additional personnel.
