Reading the RTCA SC-31report,and realizing that it was published in 1948,note that it has several capabilities in common with NextGen. Reading the GAO Report on NextGenProgress (2017), it is clear that the realization of manyNextGencapabilities will be further in the future than originally planned in the 2004 National Plan and initial NextGenConcepts of Operation. That notwithstanding, NextGencapabilities envisioned in the 2004 report have beef deferredand altered in the current NextGenplanning.
