You have just been appointed as the Director of HR for FED, a large organisation operating in the public sector. Your previous role as HR Manager in a medium-sized private-sector company was very different to your current one. You thus face a raft of challenges, a major one of which is the excessive level of bureaucracy that may hinder some of the people management policies and practices you wish to implement as part of your reorganisation of the department, including empowerment, employee engagement, performance coaching and improving HR support services to line managers. Your line manager, the CEO, has only ever worked in the public sector and therefore does not understand some of the approaches you would like to introduce, which she sees as radical, in order to streamline current HR operations that you believe are dysfunctional, unwieldy, not fit for purpose, and stifling change, innovation and creativity.
