The following are the professor's comments. I would like to review the paper after correcting and adding some sentences.

Professor's comments:
You did an impeccable job of describing the context, the profile, and the decisions that Sebastian had to make; however, you did not apply the analysis tools.
You did not address in your analysis the philosophical perspectives applicable to the case: Deontology, Utilitarianism, Consequentialism and Ethics of Virtue. The philosophical perspectives are the axis of this analysis, they are the tools that you must use to evaluate the behavior of the protagonist of the case.
Quote: "The ethical aspects are based on deciding whether to overlook the anomalies found and become part of the bribery machine or to take actions although his life might be in danger".
Despite his moral character, Sebastin engages in unethical and even illegal conduct to obtain information to support his claim. In addition to doing the right thing initially (Deontology), he chose to act unethically to achieve his goal (Consequentialism). Not only was he and his family at risk, but the colleagues from whom he obtained information without their consent.

The initial context plays a significant role in the protagonist Sebastians perceptions because it provides readers with the background information, his work experiences, his upbringing and philosophy, and his current circumstances where he needs to form his opinions and make decisions.
The context also focuses on the high job expectations of the protagonist in a challenging environment in terms of ethical dilemmas in relation to a place that is politically unstable, with a history of security, bribery, and a fine line in the management of power. He found an excellent opportunity for job while considering how this profile and experience would fit with the job position. He never expected any dangerous situation involving military agencies.
2. Discuss the protagonist's first initiatives in response to his initial perceptions.
The protagonist's first initiatives in response to his initial perceptions are toconduct a thorough investigation regarding auctions, budget allocations,strange figures, andthe past time of this project. He collected all the possible and available information to create a robust and objective evidence of the corruption involved in it.
In addition, he searched the sources directly to identify where the failures were to gather the evidence that he did not have at the beginning. He tried getting information fromhis senior managers, the Operations Director, and Jones, a former colleague in the British Army.
3. Mention risks for the protagonist if he reports his perceptions and discoveries.
The risks would include potential retaliation from those who he believes are responsible for the unethical behavior, as well as the possibility that his findings and reports will not be taken seriously. His safety will also be at risk. He could be jailed and kept as a prisoner in a foreign country. If death penalty is allowed in that country, his family and life will be at risk. Also, if his family were gone to Sumeria, they will be at risk.
Furthermore, there will be personal risks in terms of political influences between the government and royalty, the possibility of losing a job in an unfamiliar country, the case of being tried by the government under its laws which may result in death or withholding his passport which may leave him indefinitely in the country.

The ethical aspects are based on deciding whether to overlook the anomalies found and become part of the bribery machine or to take actions although his life might be in danger.
The moral dilemma is whether he should accept the corruption and be involved with the issue or report it and put his life at risk. The dilemma includes the possibility that the protagonist's actions could lead to harm.Also, the dilemma lies in establishing the limits of his actions to find the evidence that will allow him to denounce the irregularities and thus make the best decision.
The best solution would be to resign from his job while ensuring his personal safety and protecting his family. Additionally, to prevent additional risks, different signals of how the information required was shared to him, should be carefully considered and investigated. Denouncing the people who are involved in the case is a possible solution, however, this should not be the best solution considering some potential danger.
5. If you were in a Sebastian's position, what would you do?
If we were in a Sebastian's position, we would not sign anything when we thought we could not. Also, once we realized that the budget figures were wrong and someone has obviously manipulated them to get personal benefits, we would resign from the job.
If we were Sebastian, our decision should be to quit the job in an earlier moment once he identified issues regarding the lack of a budget for the project. We would not be willing to proceed an investigation by ourselves, because by trying to get a better understanding of a specific situation, he put in risk his own safety.
In our opinion, Sebastian must refuse to sign any documents, resign from his job and must first ensure his safety by properly reporting his findings to an impartial body that can continue or conduct a thorough investigation. Sebastian, on the other hand, overstepped his bounds by acting unethically and illegally by in good faith seeking answers and going to the ultimate consequences and putting his safety at risk.
Also, if we were Sebastian, we would never work for a government or any public institution. We would not feel comfortable with their way of management. And in any situation of corruption, we would not hesitate to denounce the corruption. When we choose a company to work for, we would make me sure that Ethics and Compliance are not only strong areas but also priorities to the company.
