Social Issue Paper: Initial Draft 1) What is your social issue?: How Homelessness Became a Crime 2) Describe the problem & provide evidence of the problem. The "quality of life" policy that Mayor Rudy Giuliani implemented during his tenure as Mayor of New York City from 1994 to 2001 aimed to improve the overall quality of life in the city by cracking down on low-level offenses and addressing a variety of urban issues. Both of these goals were accomplished through the implementation of the policy. The reduction of crime rates, the enhancement of public spaces, and the general cleanliness throughout the city were the primary focuses of this policy. 3) What are the causes of the problem? What are the immediate causes? What are the root causes? 1. The alarming crime rates that were occuring in New York during the early 1990s were the immediate cause that led to Giuliani's "quality of life" policy and its implementation. The city was struggling with high levels of violent crime, such as homicides and robberies, which created an atmosphere of fear among the residents of the city. 2. There was also an immediate concern regarding the urban decay that was occurring in certain neighborhoods. A sense of disorder and neglect was created as a result of the presence of graffiti on subway cars, streets that were littered, and public spaces that were not appropriately maintained. 3. There was a relation between the decline of the economy and the inequality of income in certain regions. Criminal activity became a means of maintenance for some people as a result of the environment that was created by high unemployment rates, particularly in communities with low incomes. The underlying social problems, such as substance abuse, mental health issues, and homelessness, were major contributors to the quality-of-life offenses that were committed.
