In my opinion Codes of Conduct are not extremely clear. If there is a gray area or a part of the code of conduct that can be misconstrued and stretched into something different, employees will do it. Serving 8 years in the Marine Corps has taught me that anyone will find a way to get away with anything. The code of conduct in the Marine Corps outlines every single thing that you can get in trouble for or they can just get you with Article 34, General Article, this covers anything they want it to. Rules are put into place because people push the envelope to see how far they can go. Employees tend to work as their coworkers do when there are not clear and concise guidelines to follow in the job. This was someone we called cancer, like the bad apple analogy, a bad cell in the Corps that you needed to watch out and make sure not to follow or they were going to take you down with them. Ultimately they would take the Marine Corps down as well when they would disregard rules, regulations, and guidelines for their everyday job. People at the top of the company do not think they need to talk to the lower employees but instead the presence of the CEO and or president help employees understand their jobs are important and they, as employees, matter to the company. Misconduct can happen in the workplace because the guidelines are not clear of what not to do, or simply because the employee does not feel they make a big enough impact on the company, so their small impact in a negative direction shouldn't impact the company either.
