These kinds of behaviors would have been decided when an organization is founded or at least in the first few years. Most of these are based on managers and how they choose to lead. Based on how a manager handles their relationship with employees will directly impact how a culture will turn out. Employee's normal work behavior usually depends on what they perceive is acceptable in the workplace after seeing how a manager leads. Once established it is no easy thing to change a culture. If someone wants to change the culture, then it seems that a little bit at a time is best. Part of that comes to whether employees are impressible and willing to change professional behavior. A manager's actions can also change the culture since they have the most influence over what is appropriate
