One of the ways they did that was the FOMC would adjust their monetary policy to match the economic conditions by raising or lowering the target for the FFR. In a sense, by influencing one rate, it would influence most rates because the pressure would either put upward pressure on the lower rates or downward pressure on the higher rates which made them linked. This does not work today because there is a greater amount of quantity in the reserves, so making small changes will not disrupt the rates.
