I liked that the book mentioned it's easy for agencies to measure inputs and activities rather than outcomes, and I believe the most important items to measure would ultimately be outcome variables; this could be evaluations about the job such as firearm knowledge or how to properly conduct a specific stop or other situations. While officers may pass an initial test to graduate the academy, there could be annual or quarter tests/check-ins to measure their knowledge and/or potential responses to situations. While it feels like measuring aspects such as tickets shows how hard an officer is working, these other aspects could show the officers skills or value to the team. Conducting an arrest or giving a ticket doesn't take any necessary skill, rather this measure shows how they are utilizing their time. I think swapping to measures that focus on outcome aspects could result in more knowledgeable and prepared officers. By applying pressure in areas that require a certain set of skills and knowledge, the task forces would only improve
