I would take a group of people that have commited the same act of criminal activity more than one time with something non violent such as stealing, and put them in an experimental store. I would recruit them by saying they would be paid of course. I would go with eighty dollars a day. They have to come back to the store daily and get to go home. I would choose fifty individuals who have stole more than one time. I would then take fifty more people who have a clean record and put them in the same store daily for five days. I would then make all of the items in the store expensive and worth a lot more than the eighty dollars a day that they would be getting for participating. I would tell them that the only consequence for stealing any item would be to be disqualified for the day and not receive any payment for that day, and if they came back and stole the next day they would exluded for the rest of the experiment. The items would only be worth fifty one dollars so only one dollar more. This is to address the kleptomaniac, because it is not addressing people that steal because they are poor, as they will only make one dollar more with the risk of being disqualified
