Returning German soldiers who needed convalescent care often took priority over institutionalized people who were mentally and$/$or physically handicapped. Thus, in a world of severely limited public resources, as Germany was experiencing during the post WW I years, care of the handicapped was often looked upon as an improper allocation of public resources.
