Rohan applied for registration of his new Honda City car to the RTO, howrah through electronic seva and paid the required amount of fees as well. After the completion of payment process, he received the online acknowledgement of the said process along with the vehicle registration number. It was said that after around 45 days, the registration certificate
will be delivered to him by post. Mr. Rohan waited for 3 months and even then, he did not receive the said registration certificate and on approaching the concerned officials, the Transport Commissioner stated that the certificate was not posted because the application process failed to comply with the statutory requirement.
Based upon the above facts, please explain if the Commissioner was correct in rejecting to hand over the registration certificate to Mr. Rohan even after the online acknowledgement bearing the vehicle registration number.
