Rowe has a large black German Shepherd, Sheba, which he likes to bring for walks around the neighbourhood on a leash. One day, he brings Sheba out for a walk and goes to a nearby park to teach Sheba to learn how to fetch and return things thrown at her. He unleashes Sheba and walks 20 meters away and throws a stick at the dog asking her to fetch. Rowe was doing this a few times, and Sheba seemed excited with this. Just then, a lady, Fatimah, was walking by the park and saw Sheba running around. Fatimah has a great fear of dogs and when she saw Sheba running around, she began screaming in fear. Sheba, distracted by Fatimah's screams bolted toward the screaming woman to investigate. Seeing a huge black German Shepherd charging toward her, the screaming Fatimah had a heart attack and collapsed. She was rushed to the hospital in a coma. Fatimah's husband, Salleh, has gone to consult lawyers on bringing action against Rowe for what happened to his wife. Advise Rowe of his liabilities under the relevant law.
