Rumbling Victoria Inc is a new beach wrestling school in Melbourne and member of the Wrestling Federation of Australia Inc, the association that encourages and develops participation and proficiency in the sport of wrestling in Australia. The newly formed committee of Rumbling has decided that it must restrict the participation in its competitions of certain individuals to protect them from injury and prevent the association from becoming liable in tort for negligence. The association therefore implements a rule that boys under the age of 16 are not allowed to participate in its competitions until they have completed training for two years and girls under the age of 16 cannot participate in its competitions until they have trained with the association for three years.

Chan, who is 15 years old and has autism, is an avid fan of wrestling and has been waiting for a long time to try beach wrestling and compete to improve her overall skills. When she seeks to join Rumbling Victoria Inc, the head coach explains to her that she will not be eligible to participate in competitions until she has trained for three years. The coach also tells her that because of her autism, the club will probably be unwilling to allow her to become one of its members or compete.
