Scenario:

"For some time now there has been some wide spread popular dissatisfaction in the State of Airyngol on how the official Government manages the affairs of the country. In the past twelve months in this State of Airyngol a group of rebels called the Aringo National Front was formed. This rebel group has now launched a series of attacks against the official army of Airyngol and also attacked military facilities. The Aringo National Front has a military structure with a commanding officer. The Aringo National Front now occupies the province of Sondra East and the official army of Airyngol is unable to enter the territory. Airyngol as a country has signed the four Geneva Conventions, but is not yet a party to the Additional Protocols, although its military manual indicates respect for most of the rules in the additional protocols. The rebel group, the Aringo National Front, has filed a document with the Secretary-General of the UN that it will respect the applicable rules of war."

Does international humanitarian law apply to this situation? If yes, where do you find the applicable norms? (NOTE: Use a minimum 250 words for your answer).
