Scenario:

It is approaching the end of 2022 and Acme Inc. has hired you as the project manager to deliver an environmental compliance project relating to an underground fuel system decommissioning. This project requires compliance with Ontario regulation to remove all buried single wall diesel and gasoline fuel storage tanks and associated piping within two years of system decommissioning. You are in the early stages of project integration and have met with the project sponsor twice so far. You have been provided with the business case, past underground fuel system line leak detection and cathodic testing reports and funding details as inputs to start your project charter development. Funding details show that you have a budget of $170,500 which includes a 10% contingency allowance for uncertainties and this budget will be available in 2023 to cover all project related costs. The estimated project cost, based on preliminary estimates is $155,000 and this includes an estimated amount for the cost of your services and the labor hours of your project team resources. A stipulation on the project funds is that the approved funding must be utilized within the calendar year approved. Therefore, failure to use the project funds by the end of 2023 will result in forfeiture of the funding source. You have also been informed that the existing underground tanks were decommissioned 11 months ago and the fuel system is now being served by new above ground storage tanks. In preparation for project scope development, you commissioned a few bore hole samples in various vicinities close to the underground tanks and radiating outward. The results of the samples indicate that there may be some contamination to the soil in one localized area very close to the building entrance used regularly by service vehicles. This level of testing was not done previously so this information was not available when the initial project budget was developed but you are aware that this finding may result in potentially costly soil remediation work.
