Scenario: The ongoing competition in the Caucus's region over hydro carbons between Atropia, Donovia and Gorgas continue to spawn regional conflicts. The conflicts are frequent and recurring leaving the population in a constant state of need for basic services alternating between basic sustainment needs barely met and humanitarian crisis. In this phase your brigade assumes a new mission of humanitarian assistance. Analysis of the area provides a cursory planning tool for operations. In developing a COG analysis for this situation, the components are not exhaustive. Regardless, the center of gravity was determined as the "health and well-being of the Nagorno population and immediate rural area." There were a number of critical capabilities that were considered for mission success; the provision of potable water to the population, the public health of the population, ensuring ongoing food security, coordinating the humanitarian response, and finally, empowering host nation population with a minimum of assistance of the force. Each of these critical capabilities has their own critical requirements and critical vulnerabilities. Portion of Initial Commander's Intent End State: I see the key infrastructure and essential services intact or being repaired, and the civilian population secured and returning to the normal routines. Brigade elements will be arrayed such that they are able to transition to stability operations throughout the AO.
