Scenario: The state has mandated that every secondary school must offer a foreign language at the secondary level that is not currently being offered by your school. Students must take the language class each year they are enrolled in the school. Consequently, if the school configuration is grades 9-12 and the foreign language is Latin, you would offer Latin I, Latin II, Latin III, and Latin IV for grades 9 through 12, respectively. As the school business manager, you are charged with the task of developing a formal written proposal and budget projection to add the new class in one of your secondary schools and to project long-term resource needs of the district. For purposes of this assignment, select a secondary school from your district in which to develop the proposal. (Depending upon your district configuration this might be a 7-12, 9-12, 10-12, 7-8, 7-9, middle school, junior high, or some other configuration. Use the principal of the school to determine the configuration. If the principal is responsible for grades 9-12 the building configuration would be 9-12, etc.) Using the enrollment from your school and your states maximum class size limitations, determine how many new foreign language teachers are needed. Visit with your human resources department to determine benefits paid to employees, both mandated by law and those provided by the district. IMPORTANT NOTE: The class(es) will be housed in existing empty classrooms (four walls, floor, & ceiling) in your school and will involve at least one full-time staff member. The rooms already have utilities, heat and air and are ready to be occupied but you must furnish the classroom with desks, shelving, pencil sharpeners, computers, textbooks, etc. Specific purchase orders to specific vendors for specific items should be prepared for the furniture, equipment, textbooks, instructional supplies and any other products purchased for the new classroom. (These should be detailed. See the Purchasing videos.) Using the salary schedule and personnel data, project the cost of the program for five years, including the initial year start-up costs. This proposal will be of sufficient detail that it could be presented to the school board for their consideration. (You do not present it to the school board, just write it so that it could be presented and they could understand it.) Report contents examples (not exhaustive): 1. Background information: Name of proposed class Number of students to be served by the class by grade levels 2. Information about the teacher(s) and other personnel to staff the classroom Licensure and other requirements (specify which licensure exam, etc.) Salary (according to your district salary scale) based on years of experience and educational level Additional personnel costs, including benefits (A copy of the salary scale for your district should be included.) 3. Itemized listing of furnishings & equipment (non-consumable): Desks & Chairs (teacher & Students) Computers File Cabinets Other non-consumable items (projectors, etc.) 4. Itemized listing of textbooks and other instructional materials Textbooks Consumable materials & supplies Other instructional materials (including start up supplies for teacher) 5. Other startup costs 6. Total start-up budget summary by category (include shipping charges and taxes) Personnel Furnishings & Equipment Textbooks and Instructional Materials Other (be specific) 7. Five-year projected cost of program
