Scenario: You are the recruiter working with a fleet services manager who has a vacancy for a journeyman mechanic. The manager is advising his director that HR is not getting good candidates for role for him to interview.

After the first round of interviews you heard the fleet services manager wants to promote a third-year mechanic that already works for him even though the third-year mechanic does not meet the minimum qualifications for the job. The fleet services manager has been directed he has to meet with the qualified applicants before he can meet with candidates who would be considered underfills and would need to be developed. You wonder if the fleet services manager is deliberately undermining the recruitment process.
