The position has been vacant for some time and this is the second time you have accessed a candidate pool as the manager says he gets a wonky feeling about the candidates, either they won't be loyal to the company or they are lazy or they don't know the job. You did not find the manager's comments on the candidates interviewed the first time you accessed the candidate pool to accurate or insightful. This manager also likes unstructured interviews. The manager will ask questions like, "if you were an animal, what kind of animal would you be?" or "Do you and your wife plan on having more children?" The manager is advising his director that HR is not getting good candidates for role for him to interview.

After the first round of interviews you heard the fleet services manager wants to promote a third-year mechanic that already works for him even though the third-year mechanic does not meet the minimum qualifications for the job. The fleet services manager has been directed he has to meet with the qualified applicants before he can meet with candidates who would be considered underfills and would need to be developed. You wonder if the fleet services manager is deliberately undermining the recruitment process.
