Scenario: You have a requirement for design and manufacture of noncommercial industrial furnaces that is expected to cost $1,500,000. The items must be delivered to Guam. The acquisition will be conducted using full and open competition. You intend to use negotiated contracting procedures and award of a firm-fixed-price contract without conducting discussions. The Government would be willing to accept alternate proposals. In addition to the furnaces, the contractor will be required to deliver technical data related to the manufacture of the furnaces (designs, test data, etc.). Subcontracting possibilities for Indian organizations and there are funds available to pay a subcontracting incentive. The Governmentwide commercial purchase card will not be used as a method of payment under the contract. There will be no Government Property provided. This is not in support of a declared contingency operation.
