A local hospital could run a mental health program, focusing on events and behaviors related to mental health: substance abuse, compulsive gambling, family and marital issues, legal problems, personal financial difficulties, and job/career problems. The operations manager has written a memo requesting that a substance abuse program be initiated. He estimates that at least 50% of the absentees are the result of substance abuse.
