Should the United States rely on market forces to adjust the specialtymix of physicians in the USA or should the government adjust residency financing to bring about the desired mix of physicians?

If you could please take time to thoroughly explain the reason to why market forces is better solution or why adjusting residency financing is the better solution so that I can understand please, as well as explain why the other option isn't ideal. Thank you.
