Source: Despite Jackson's broad appeal, he could do little to prevent the rise of sectional disputes that divided the country. Economic differences between the North and South led to political divides that proved difficult to resolve. The growth of factories in New England prompted many northern businessmen to demand a tax on imported goods in order to protect young industries from British competition. This would have the effect of making British goods more expensive so Americans would buy the products of American industries which would be cheaper. This type of tax on imported goods is known as a "tariff." The agricultural South strongly opposed the tariff because it led European countries to retaliate with their own tariffs against U.S. exports. The profits of Southern farmers were noticeably reduced when they were forced to pay high tariff taxes in order to sell their agricultural exports in European countries. With very little industry of their own, the South also depended on European countries for manufactured goods. The tariff increased the prices of these goods because European importers had to pay the U.S. tariff. With the tariff negatively impacting their profits and also increasing the cost of needed goods, southerners felt as if they were being forced to foot the bill for the benefit of northeastern industry. Southerners overwhelmingly opposed the tariff and believed that the enforcement of the law was a violation of states' rights and an abuse of federal power. South Carolina declared the tariff to be unconstitutional and actually voted to nullify it. "Nullification" refers to an attempt by a state to vote down a federal law it considers to be unconstitutional. The act of "nullification" had never been used before because Article VI of the U.S. Constitution clearly established that national law was supreme over state law. Regardless, the state legislature of South Carolina nullified the tariff and threatened to secede from the Union if the federal government attempted to force the state to comply. As a southerner and slave-holder, many believed that Jackson would side with South Carolina against the industrial North. However, Jackson remained committed to the Union and the supremacy of the federal government. As the nation's chief executive, he refused to ignore the act of defiance, and he even threatened to use military force against South Carolina. Senator Henry Clay of Kentucky, a cunning politician with a talent for compromise, intervened in the crisis in order to support a measure to reduce the tariff by about 10%. Northern politicians were strongly divided over the compromise tariff, but overwhelming support from southern legislators led to the bill's passage in Congress. However, this was followed by the passage of the "Force Bill" that authorized the president to use the army and navy to collect federal tariff duties in states that refused to abide by the federal law. With real potential for civil war, the nullifiers of South Carolina quickly seized upon the compromise tariff as an opportunity to avoid secession and further conflict. The South Carolina legislature voted to repeal the act of nullification, but then challenged the federal government once again by voting to nullify the Force Bill. The crisis revealed that the Union was weakening under the pressure of sectionalism between northern and southern interests, but civil war was averted for another generation. However, slavery would prove to be the sectional issue that could not be resolved, and thirty years later South Carolina voted to secede from the Union in the wake of Lincoln's election in 1860.
