I found this interesting, because the FAR typically outlines most if not all contractual requirements and is a source of knowledge for any contractor or government entity looking to get clarification on something within an RFP/Contract. The decision on what constitutes an acceptable accounting system is left up to the agency conducting the audits. I think this is a recipe for failure because the lack of a clear and concise definition of an acceptable accounting system will most certainly create problems and confusion. Although DCAA attempts to remedy any discrepancies by implementing criteria that provides guidance on what constitutes an acceptable accounting system, I can't help but think having a clear definition stated in a FAR clause would be more beneficial to all parties involved
